FSC paperboard and standard paperboard look identical to the eye. They feel the same. They cut the same way on the production line. The only difference is a piece of paper — an FSC chain-of-custody certificate (CU-COC) — that proves the wood fibre in the paperboard was tracked from a certified forest to the finished folder. This guide explains what FSC paperboard actually is, what FSC Mix and FSC 100% mean, and what a B2B buyer should ask before specifying it.

1. What FSC means, in plain terms

FSC (Forest Stewardship Council) is an international non-profit that sets standards for responsible forest management. When a paper mill sells FSC-certified paperboard, the mill has been audited to confirm the wood fibre in the paperboard comes from forests managed to FSC standards.

The certificate that follows the paperboard is the chain-of-custody certificate (CU-COC). The CU-COC traces the wood fibre through every step: forest, pulp mill, paper mill, converter (the folder maker), and the final shipment. Without a CU-COC, an FSC label on a folder is just a logo, not a verified claim.

For a B2B buyer, the practical question is not "is this folder FSC-certified" but "can my supplier show me a CU-COC certificate number that matches their legal entity name, and is the certificate currently valid?". Most FSC folders we ship come with a copy of the certificate on inquiry.

2. FSC 100% vs FSC Mix Credit

Two FSC labels appear on stationery folders. Both are legitimate, but they mean different things:

  • FSC 100%: every gram of wood fibre in the paperboard is from FSC-certified forests. This is the strictest label and the rarest on stationery folders because virgin FSC fibre is in short supply.
  • FSC Mix Credit (or FSC Mix): the paperboard contains a mix of FSC-certified fibre, controlled fibre (verified legal but not certified), and recycled fibre. The exact mix is documented in the supplier's volume credit account. FSC Mix is the most common label on stationery folders.

For B2B buyers with a public-sector tender or a brand sustainability commitment, FSC Mix Credit is usually acceptable. For a buyer with a stricter commitment ("only FSC 100%"), the paperboard supplier must be confirmed before the order goes to print.

3. Where FSC paperboard matters in stationery folders

FSC paperboard applies to the paperboard layer of the folder only. Three product families use paperboard and can carry an FSC label:

  • Paperboard lever arch files. The traditional format with chipboard core wrapped in printed paper. FSC paperboard lever arch files dominate school supply distribution in markets with sustainability requirements.
  • Box files with paperboard core. Rigid box files with a paperboard core and either an elastic closure, a button snap, or a string tie. FSC box files are common in UK public-sector tenders.
  • PVC-laminated lever arch files and box files. The premium format with a paperboard core wrapped in PVC film. The paperboard layer can be FSC-certified; the PVC layer cannot, because PVC is a synthetic film.

PP and PVC folders do not carry FSC labels because they are made from synthetic materials. PP lever arch files and PVC ring binders are recyclable through other streams but do not qualify for FSC claims.

4. What FSC paperboard does not do

FSC certification is about where the wood fibre comes from, not how the paperboard performs. FSC paperboard and standard paperboard of the same weight and grade have the same stiffness, the same cutting behaviour, the same printability, and the same shelf life.

For B2B buyers with a sustainability brief, this is the point: FSC is a sourcing claim, not a quality claim. The folder performs the same. The label is about the forest, not the folder.

For B2B buyers without a sustainability brief, FSC paperboard is not necessary. Specifying it adds a small per-unit cost and a paperwork step that does not change the product the end user holds.

5. What to ask your supplier before specifying FSC

Five questions tell you whether an FSC claim is real and current:

  1. What is your CU-COC certificate number? Every FSC-certified converter has one. If the supplier cannot produce a number, the FSC label on the folder is not backed by a chain of custody.
  2. What is the legal entity name on the certificate? It must match the supplier's invoice entity exactly. A common mistake is a parent company's certificate being referenced by a subsidiary.
  3. Is the certificate currently valid? FSC certificates expire and must be renewed. Check the issue date and the expiry date.
  4. What label do you use? FSC 100% or FSC Mix Credit. The choice depends on the buyer's brief.
  5. Can you provide a copy of the certificate with the shipment? Some B2B buyers, particularly public-sector, require the certificate to be physically shipped with the goods.

Q: Can a PVC-laminated folder carry an FSC label?

Only the paperboard layer. The PVC film is a synthetic material and does not qualify for FSC. A PVC-laminated lever arch file with an FSC paperboard core carries an FSC label on the paperboard portion only. The label does not cover the PVC film.

Q: Is FSC paperboard recyclable?

Yes, the paperboard layer is recyclable through standard paper recycling streams. The PVC film on a PVC-laminated folder must be separated before recycling; most municipal recycling facilities do not accept PVC-laminated folders.

Q: What is the difference between FSC and PEFC?

Both are forest certification systems, with similar sustainability criteria but different governance structures.
