ZOKABS Certifications on Filing Products: FSC Chain-of-Custody and REACH on PVC

If you are evaluating ZOKABS as a supplier of lever arch files, ring binders, expanding files or sheet protectors, the certification question usually comes up early. The honest answer for our filing-product line is short: two certifications cover real shipping documents today, and each one applies only to the substrate where it is meaningful.

1. What ZOKABS holds on filing products today

The two certifications that show up in our standard document pack are FSC Chain-of-Custody on paperboard, and REACH compliance on the PVC film. Both are scoped to the specific substrate they cover, and both are available in writing on request.

1.1 FSC Chain-of-Custody (CU-COC) — paperboard lines

FSC Chain-of-Custody covers our paperboard supply for lever arch files, box files, paperboard folders and paperboard expanding files. The certificate and the issuing body's verification link are sent in PDF on inquiry rather than displayed on a static page, because certificate codes change with renewal and a stale number becomes a maintenance liability for both sides.

On a real order, that means the paperboard batch reference on the FSC delivery note matches the batch we use to build your folders. The same reference also appears in our internal production record.

1.2 REACH on PVC film — PVC-laminated lines

REACH is the European Union regulation on chemical substances in articles. Our REACH declaration covers the PVC film we use on PVC-laminated lever arch files, PVC presentation binders and PVC stationery covers. We share the declaration document with the shipment on request, alongside the commercial invoice.

One point worth repeating: our REACH declaration covers the PVC film only. PP lever arch files, PP ring binders, paperboard folders, and any non-PVC substrate do not carry a REACH declaration, because the regulation does not target those substrates in the same way. If you order a PP lever arch file for the European market, the chemical compliance path inside the EU is a different framework, not REACH.

2. How we run PVC lamination on filing products

PVC lamination is the process of bonding a thin PVC film to printed paperboard, then wrapping that laminated sheet around the cardboard core of a binder or lever arch. Done well, it gives a glossy, durable surface that wipes clean and resists scuffing through daily office handling. Done poorly, it leaves corner wrinkles, bubbles under high-traffic areas, or delamination at the spine within the first six months of use.

The two failure modes we test against on every batch are corner wrinkles and edge delamination. Our PVC line in Linyi uses a hot-roll bonding process with a controlled tension profile tuned for the A4 size and the paperboard grammage we run on filing products. The two settings that matter most are the bonding-roll temperature and the dwell time the paperboard spends under pressure. Both are held within tight limits, and a check sample from every shift goes through a peel test and a corner-flex test before the batch releases.

On a typical PVC-laminated lever arch file order, what you receive is clean corners, a flat bubble-free surface across the front cover, the spine and the back cover, and colour artwork that sits under the PVC layer rather than being printed on top of it. The PVC film itself is the same film covered by the REACH declaration in section 1.2.

3. How to verify a supplier's certification is real before you commit

Independent of which factory you end up placing the order with, four checks catch most of the cert mismatches that surface after the first shipment has already landed.

• Match the certification to the substrate. A chain-of-custody claim on a paperboard product is meaningful; the same claim on a PP folder is not. Ask which substrate the certificate actually covers.
• Check the certificate code against the issuing body's register. FSC, PEFC, and the major REACH-related bodies all run a public lookup where you can confirm a certificate code against the holder name. A code that does not resolve is a red flag.
• Ask for the substrate-level document with the shipment. A wall certificate is a marketing asset; a delivery-note-level FSC reference or a REACH declaration with your invoice number is the document that travels with the goods.
• Confirm the destination market for the regulation. REACH is an EU regulation. If your goods clear customs outside the EU, the relevant chemical compliance framework may be different.

These four checks work for any stationery supplier, including ourselves. A supplier who answers them cleanly on the first email is a supplier worth quoting the rest of the brief to.

4. The documents we ship with a standard order

For a lever arch file or PVC presentation binder order to a European buyer, the standard document pack covers:

• Commercial invoice, packing list, and bill of lading or airway bill.
• FSC Chain-of-Custody delivery note (paperboard orders only).
• REACH declaration document (PVC-laminated orders only).
• Substrate test certificate and material data sheet on request.

If your tender requires anything beyond this list, send the requirement up front and we will either include it in the document pack or write back with what would be required to obtain it.

5. Frequently asked questions

Q: Is your REACH declaration valid for PP lever arch files?

No. Our REACH declaration covers the PVC film on PVC-laminated products. PP products sit under a different chemical-compliance path inside the EU, and we can document the relevant compliance on request, but the REACH declaration does not apply to PP.

Q: Can you share your FSC certificate code publicly?

We share the certificate PDF and the issuing body's verification link directly on inquiry, because the certificate code can change with renewal and a static number becomes stale. Send us your FSC requirement and we will return the current certificate and the chain-of-custody reference for your paperboard batch.

Q: What about paperboard folders or box files that need both FSC and something else?

Most B2B paperboard folder orders only need FSC Chain-of-Custody. If your end buyer needs an additional lab test or compliance document, list it in the RFQ and we will quote the testing lead time and document fee separately, or confirm whether the test result we already have on file is recent enough.

Q: What is the lead time on a custom FSC or REACH document for a specific shipment?

FSC delivery notes and REACH declarations are issued as part of the normal shipment document pack, at no extra fee and no extra lead time. If you need a third-party test certificate, allow roughly seven to ten working days on top of the production lead time, because the sample has to go to the test house.
